NOTE: This is NOT a public hearing or a forum, nor is it a meeting, but public comments will be received. It is one-on-one with staff, Monday 8/29, 4-7 pm, CH Municipal Bldg. Attendees will get a chance to see DETAILS of the Durham-Orange Rail Transit Plan. Durham County residents (including 2,071 voters in the Town of Chapel Hill who live in Durham County) vote November 8 on a 1/2% sales tax to fund rail and bus transit expansion. Orange County has not yet set a vote.

After a year heading up the Employment Security Commission, former Orange County Commission chair Mosey Carey was appointed this week as Secretary of Administration in Governor Perdue's cabinet
Prior to his appointment to the ESC, Moses Carey worked for NCCU Department of Health Education under contract for the NC Health and Wellness Trust Fund. He worked in local and state departments of health in Florida and served as executive director of Piedmont Health Services, Inc. in North Carolina for 18 years. Carey is a native of Tampa and currently lives in Chapel Hill. He earned his B.S. in Health and Physical Education at Fort Valley State College and a Masters in Public Health Administration at the University of North Carolina’s School of Public Health. He holds a law degree from North Carolina Central University School of Law.
Because of rightful pushback from military and overseas voters, the 2009 General Assembly made some significant changes in the absentee voting law effective 1/1/2010, among them:
1) Number of witnesses on an absentee ballot dropped from two to one
2) For the presidential general election, ballots will be mailed out 60 days before the election, rather than 50 days.
3) Current law requires ballots to be received by 5:00 pm on the DAY BEFORE the election. New law provides for ALL PRIMARIES AND ELECTIONS that:
a. for military and overseas voters, ballot must be received by 5:00 pm on Friday, three days AFTER the election. There is no postmark requirement, as the military rarely uses postmarks.
b. for all other voters voters, ballot must be postmarked no later than day of election, and ballot must be received by 5:00 pm on Friday, three days AFTER the election.
Russell Walker, who represented Orange County in the State Senate from 1975 to 1991 (when it was a two seat district of Orange, Chatham, Moore and Randolph) passed away Wednesday, September 2, 2009. Walker lived in Randolph County.
