Neighborhoods
For those of you old-timers, maybe this should be entitled "What's up with Old Well". Many of us remember that apartment complex as the cheapest option for student housing when we attended UNC. The apartment complex has shifted to being condos and has experienced a demographic shift so that most of the residents are Spanish-speaking immigrants trying to make ends meet on a less than desirable income.
During the elections last fall, part of suburban north Chapel Hill was up in arms about a proposal from Habitat For Humanity to build some homes off of Sunrise Road. Habitat managed to quell the unrest for a few months by establishing a public process including a charette (community planning meeting) and proposals from 4 different designers.
The designers who participated are Josh Gurlitz, Gary Giles, Scott Radway, and James Carnahan. Theirs ideas range from 42 to 56 total units, with various mixes of single-family and townhouse units. No matter what Habitat does, I doubt that it will be few enough for the neighbors. It seems they will be happy with nothing more than zero townhouses and one or two detached houses on the 17-acre tract.
Members of the Sunrise Coalition, which includes residents of the nearby Chandler's Green subdivision and neighborhoods in the area, remain concerned about Habitat's plans.
I was surprised to learn that yet another group, called "Neighborhoods for Responsible Growth," has come together in response to UNC development. I'm glad Northside is included for a change, but Timberlyne? Why not just admit that everybody in town will feel the brunt of Carolina North if/when it's built?
Although members said the group hopes to work on a range of issues that affect neighborhoods, the focus for now will be on the university's plans for the new campus. ...
The new group claims membership from neighborhoods including Elkin Hills; Mason Farm; Pinebrook Estates; Westside; Timberlyne; Gimghoul; Northside; Westwood; Colonial Heights; Homestead Village; Glen Heights; Coker Hills West; North Haven; Ironwoods; Northwoods V; and Greenwood.
The group had some initial meetings before the election last fall, [Mike] Collins said. But it's ramping up now in part because the council will take comments on March 1 on recommendations from its Horace Williams Citizens Committee on what the council should push for in reviewing plans for Carolina North. - Chapel Hill Herald, 2/25/04
Tomorrow (1/21/03) the Chapel Hill Town Council will hold public hearings on some major (and some minor) zoning changes. On the table are the creation of the town's first-ever Neighborhood Conservation District (NCD). This NCD would apply to Northside (where I live), and I was on the commitee that developed the proposal. The biggest change is the banning of duplexes (which I opposed). That is probably what most peope will speak about at the hearing, although there are also concerns about the proposed cap of 2,000 square feet per dwelling (which I supported). I think the NCD is sorely needed, and this is a good step. But it doesn't really confront the problems that face our downtown, working-class, near-campus neighborhood. Some people don't think it can address those things. I think it could have... but anyway.
Drive down West Rosemary Street and you will now see a huge pile of rubble where several buildings used to be. Tom Tucker's "Rosemary Village" development is finally underway. I'm both scared and excited.
To me, this represents a new era for Chapel Hill, especially downtown. Tucker's development will be compact but dense, and truly mixed-use. Street-level retail with upscale condos (and a few token affordable rentals) on top. The plan has some flaws, but that's no surpise since we've only done one or two things like this before (ie: The Fountains). It's decidely urban, and I like that.
If it's done wrong, this could be a huge drag to Northside. If done right, it could jumpstart healthy revitalization of West Rosemary Street. I like Tom Tucker, and I trust that he wants to help the community (as long as he still makes money). Still, it's so tall!
