I watched Monday night's public hearing on the IFC's proposed new shelter on Homestead Road with dismay. Every time the IFC identifies an affordable parcel of land appropriate for a new Homestart shelter, the neighbors object. Although the Town Council does a good job of responding to the concerns of neighborhoods, this time we have a pickle. The shelter has to move. It cannot stay downtown and achieve the type of service the town and the IFC want to provide to our homeless male population. To help promote a more positive dialogue, I'd like to propose that we stop talking about "the shelter" and begin discussing the various services currently offered by the IFC and the new proposed services.
The current shelter offers three primary services: overnight beds, job and life counseling, and meals. Those who wish to spend the night at the shelter must be clean and sober, and they have to be inside by 8:00 pm and gone by early morning. Counseling is obviously used by those who desire the service. Meals are available to men, women, and children, whether they stay in the shelter or not. Many of those who use the meal service are the underemployed.
The most recent posts on OrangePolitics are about HOV lanes, Joe Herzenberg, and the Herald-Sun redesign. What's missing is the lawsuit Carrboro won against Marilyn Kille, reports on recent voter forums, discussion of Monday night's Chapel Hill Town Council meeting and the unresolved issue of appointing Bill Strom's replacement. There's not even any mention of the highly contentious chicken slaughter. Ruby's pre-occupied with a new baby and a career. There was a recent post asking if OP is a public resource or Ruby's private playground. The answer may be in how people use the site rather than Ruby's intention.
This coming Tuesday, the Orange County Commissioners are scheduled to endorse the Reality Check Report: Guiding Principles for Quality Growth. Apparently this was a conference held back in February for visioning the ideal principles of growth in the 15-county local area. The 3 guiding principles adopted by this group are:
- Transit
- Vibrant Centers
- Sustained Greenspace
These are all solid principles, but are they really the top three? What about clean air and water? What about human issues like education?
Does anyone know anything about this process or the groups sponsoring it? The only local name that I recognize is Rosemary Waldorf.
Smoking ban passes General Assembly

RALEIGH, N.C. — The House narrowly approved a broad indoor smoking ban
Wednesday that was previously passed by the Senate, delivering another
jolt to the tobacco industry that once was a key piece of North
Carolina's economy.
House Bill 2, which lawmakers approved by a 62-56 vote, bans smoking in
nearly all restaurants and bars. Private clubs and cigar bars are
exempted from the no-smoking restrictions.
The bill now heads to Gov. Beverly Perdue's desk, and she said Wednesday that she was ready to sign it into law.
"Today is an important and historic day for North Carolina," Perdue
said in a statement. "I have vigorously supported efforts to reduce and
eliminate smoking, and this bill will help more North Carolina citizens
avoid the dangers of second-hand smoke."
House Majority Leader Hugh Holliman said the proposal is a good step toward protecting the public's health.

For approximately 25 years, DOT has been wanting to widen Smith Level Road. The latest effort to expand the number of vehicle lanes between Ray Road (town limit) and Morgan Creek bridge, was voted down by the Carrboro Board of Aldermen on April 20.
